Platform Planks
The Platform Planks were voted up. Discussion
followed on how to find candidates that matched up to the
NLA Platform Planks to support/back. Survey/questionnaires
could be sent by USPS to candidates but the draw back would
be that the USPS is very slow. The other option would be by
email. How a candidate votes is published and can be found
on the internet system.
A suggestion was made that the questionnaire
could be formatted to have 1) Strongly Agree 2) Somewhat Agree
3) Disagree 4) N/A and a numbered score could be determined.
Another suggestion was to have the questionnaire formatted
into a pledge.
Matt Y. will be accepting additional suggestions
via email and will call a committee meeting (TBA) to come
up with a questionnaire.

NLA Legal Status
EIN number has been assigned to the NLA. We are a 527 tax
exempt organization. Political organization means a party,
committee, association, fund, or other organization (whether
or not incorporated) organized and operated primarily for
the purpose of directly or indirectly accepting contributions
or making expenditures, or both, for an exempt function.
Exempt function means the function of influencing
or attempting to influence the selection, nomination, election,
or appointment of any individual to any Federal, state, or
local public office or office in a political organization,
or the election of the Presidential or Vice Presidential electors,
whether or not such individual or electors are selected, nominated,
elected, or appointed. It also includes expenditures made
relating to one of these offices, which if incurred by the
individual, would be allowable as a business deduction under
selection 162 (a).
Although we are recognized by the Federal government
as a tax exempt organization, the next step is to establish
state status (ex. non-profit). Once this is completed a bank
account will be set up to deposit all funds. It was voted
upon that a PayPal account would be set up to collect dues
or donations after an account is established.
All members of the NLA have the right to view account records,
receipts, or invoices of the organization.

Recruitment
Possibilities
NLA will not be aggressively recruiting members until
“all ducks are in a row”.
Upcoming events to consider holding or participating in:
- Freedom Fest in July
– table or pass out fliers. Table options would be
to either get the rate reduced, share with another like-minded
organization to split expenses, or see if someone would
donate the funds for the table.
- NLA Launch Event –
have a public figure attend
- Precinct Captains Needed
– get involved in the Republican Party

Potential Associations
NLA website will have links
added to other political groups (ex. Republican Party). A
list of political organizations were created during the meeting
and given to Shawn M. who will also be accepting suggestions
via email. Discussion followed with regards to associating
with multi-issued organizations so it was suggested single
issue organizations should be linked to the website. Shawn
M. will schedule a committee meeting (TBA).

Potential Candidates for Endorsement
It was determined that a special committee,
headed by Sarah K., needed to be called to create a guideline
on how NLA will be selecting candidates to
endorse (i.e. list on the website) and/or support (ex. Pass
out fliers). Things to consider:
- Experience
- Qualifications
- Electability

has scheduled a meet and greet with candidates to speak
at Captain’s Cove at 5:30PM 5/15/08. Please contact

Council Meeting at the West Sahara Library to determine

NLA Bylaws
Bylaws were voted up. Matt Y. will be changing
Bylaws only to correct typos.
NOTE: Bylaws may be amended
at any regular meeting of NLA by a two-thirds (2/3) vote,
provided the amendment has been included in the call of that
meeting and read aloud in full at the previous regular meeting
(Article VIII-Amendments of Bylaws).

Review Draft of Platform Planks
On 4/2/08 first draft of Platform Planks were
put together. The planks were intended to be a guideline.
If the planks are too specific, selecting candidates that
fit the criteria become limited.
Matt Y. will be accepting additional suggestions
via email and will call a committee meeting (TBA) to make
changes to the Platform to be presented during May meeting.

Committee to Create Legal Status of NLA
Dow W. and Kim P. will schedule a meeting (TBA)
and work with a committee to get NLA in a legal status.

Committee to Begin Candidate Research
Discussion on Dirk T. and his status as Research
Chair was tabled during 3/11/08 meeting. Dirk T. did not show
for two meetings, it was determined that a replacement was
necessary.
Sarah K. was voted in as new Research Chair.
Research Chair and committee will look into possible 2008
candidates.

Announcements:
- Joe P. has gotten re-involved with
the Ron Paul Meet Up group. He is communicating the message
of being professional and getting involved with CCRCC to
make progress. Confrontational, divisive, or hot-headed
behavior will not result in long term success.
- Andrew Bronson and Mark Matthews are having
a Culinary Union meeting at 12:00 PM tomorrow at McMullen’s
Irish Pub which is across from the Orleans.
- The Active Republican Women’s group
has invited all incumbents and candidates to speak at Captain’s
Cove at 5:30PM on 5/15/08. Please contact Melody Howard

NLA Bylaws and Platform
Our Platform/Bylaws Chair, Matt Y. has
drawn up a bylaws draft for review and is accepting suggestions
for the NLA platform to which all prospective canidates for
office will be bound.
This is a very important piece of business and
the Chair will be calling a special committee meeting to finalize
these two documents. It is important to note that all discussion/debate
over the bylaws and platform will be done only in
committee and not during the business of our regular meetings.
The findings of the committee will be presented to the voting
membership body for an up or down vote at our next meeting
in April. A copy will be distributed to all voting members
one week prior to this meeting.

There are questions about being a delegate
at County and then at State. Here’s some answers:
1. There is no presidential
“vote” at County Convention. On January
19th, citizens cast their vote for the candidate they preferred.
They elected Delegates and Alternates from each precinct
to represent them; however, those Delegates and Alternates
are NOT bound by the vote of their precinct.
a. Example: There are 40 people and 20
voted for Mitt Romney; 10 voted for Ron Paul; 5 for John McCain;
3 for Rudy Guiliaini; and 2 for Duncan Hunter – you
have 10 Delegates and 10 Alternates. Only 5 of the people
wanted to attend County Convention who voted for Mitt Romney,
all of Ron Paul’s wanted to attend, 2 John McCain, 1
Guiliain, and both of Duncan Hunter’s. The vote
changes to: 10 Ron Paul (5 probably Alternates); 5 Mitt
Romney; 2 John McCain; 2 Duncan Hunter; 1 Guiliaini.
b. Further, after Caucus, Guiliani and Hunter
dropped out immediately, Mitt Romney two days later.
Maybe 2 of Mitt Romney’s people still want to attend
out of the 5, and the 2 John McCain people stay in, and the
rest say forget it, not wasting my time, don’t want
to spend the money, whatever. Now you have: 10
Ron Paul (only 3 are now Alternates instead of 5), 2
Mitt Romney, and 2 John McCain.
2. Theoretically, 71% of the
vote from your precinct is now representing Ron Paul at County
Convention, but it doesn’t matter who you support because
there will NOT be a presidential vote at County Convention,
they do not need to know who you support.
3. Over 50% of the Delegates
chosen at Caucus did not sign up for the County Convention.
4. County Convention is
for local politics overall: Bylaws, Platforms,
Resolutions, election to the E-Board, and electing Delegates
to State Convention.
a. There will be an up or down vote on
Bylaws, Platforms and Resolutions - no discussion on the floor.
If you want changes to any of these items, you will need to
submit a change form (provided in your delegate packet) and
drop it in the appropriate bucket and when they break for
committees, you will have an opportunity to discuss your change
at the closed committee meetings. The sole purpose of
not discussing it on the floor in open debate is that there
will be many from the press attending. Think Democrat’s
convention and you should understand why this is necessary.
b. E-Board will be by self-nomination.
There will probably be a self-nominating form in your Delegate
Package. It is broken down by County Commission
District and you will only be allowed to vote for 2
people. We have a list of Delegates who have
shown an interest in running for Executive Board.
c. State Delegates will also be chosen
by self-nomination. It is extremely important that you
complete this form neatly and accurately . 50% of the
Delegates dropped out after Caucus, and if only 25% opt out
of going to State, and all goes well, everyone goes to State
Convention.
5. State Convention is
where everything gets tricky and we form alliances within
our group, and with other Counties. The State Convention
will have a few thousand attendees (hopefully half from Clark
County). At the State Convention, they will narrow down
the Delegates from est. 3,000 to only 34 Delegates for National
Convention. Nevada has 37 Delegates; however, the State
Chair, RNC Committeeman and RNC Committeewoman are automatic
Delegates. There are 34 seats at stake. We will
have to plan carefully and work together not only amongst
ourselves, but with the other counties. If there
are 3,000 Delegates attending, and there are only 34 seats,
those who want to go to National will need at least 89 votes
each to even have a chance of winning, if there are 4,000
Delegates attending - at least 118 votes per person will be
needed. You can only cast one vote for one person.

Attention all Clark County Central Committee
Members:
It is time for you to consider taking part in
the leadership of your party. During the convention, nominees
for the CCRCC Executive Board will be accepted and elections
will be held that day.
To see if you qualify, and learn about the duties
of the CCRCC Executive Board, read the posted CCRCC bylaws

If you qualify and you are interested in throwing
your hat in the ring, you will need to be nominated at the
convention. Nomination slips will be included in your Convention
Packet, which will be available the day before the convention.
Two members of executive board will be elected
from each Clark County Commission District (see map below).
We need nominees for each of the seven districts. If you are

We have elected a temporary leadership staff which
is as follows:

record all transactions as well as take minutes of meetings.

Duties Include: Study and propose likely candidates for support.

Duties Include: Review and recommend sister organizations.

These positions are by no means all leadership
positions that will be implemented, nor are the duties limited
to what is stated above. All positions will become permanent
upon a majority vote of the membership body.

We have decided on a date and location
of our first meeting:

Time: 6:00 PM
Location: Saturn Dealership
Further details will be sent out as the
date draws nearer.
We have decided that our mission will
specifically be:
To locate, endorse and support a limited number
of select candidates for each election cycle. The qualifications
for these candidates will be specified by the platform committee
and voted on for approval by a majority the membership body.

The agenda of the first meeting will
generally be:
- Establish officers
- Review bylaws/platform for approval
- Collect Dues

Membership Dues will be:
- $50.00 a year for voting membership - or
-
- $5.00 per meeting rate for non-voting members

Dues will be collected for the purpose
of:
- Securing facilities
- Group literature
- Media campaigns
- Advertising
- General overhead
Other budgeted costs will, of course, be
added as needed.
